Why did you create this innovation?

The creation of the Census-Based Learning Diagnostics initiative was born out of a deep-seated need to address a significant gap in our education system. Traditional assessments, often sample-based, failed to provide a clear picture of each student’s learning progress. They gave us system-level insights, but not real-time data for teachers to act on.

I realized that in order to truly improve foundational literacy and numeracy, we needed to know where each child stood in their learning journey. The existing methods were not enough. The idea of a census-based assessment model, where every child is assessed, became the solution. By using in-service teachers to conduct the assessments through the NIPUN Haryana Teacher App, we could gather accurate, real-time data without relying on external agencies. This approach empowered teachers to target remediation immediately and personalize their teaching strategies.

The shift from sample-based to census-based assessments was revolutionary—it allowed us to identify learning gaps early and implement data-driven interventions. The results were profound: improvements in literacy and numeracy, greater teacher accountability, and a system-wide shift towards outcome-based governance. This innovation ensures that every child’s learning is visible, empowering both teachers and students for sustained success.

What does your innovation look like in practice?

In practice, the Census-Based Learning Diagnostics initiative involves a statewide, teacher-led assessment system powered by the NIPUN Haryana Teacher App. Every student in grades 2 and 3 is assessed in real time, ensuring 100% coverage across the state’s government schools. Teachers, trained as assessors, use the app to conduct digital assessments, capturing data instantly, without the need for paper-based systems.

The data collected is immediately available to teachers and mentors, who can use it to identify specific learning gaps for each student. Students are categorized based on their proficiency in competencies, allowing teachers to pinpoint areas of struggle and tailor their teaching methods accordingly. This real-time feedback loop enables immediate, targeted remediation for students who need extra support.

Once the assessments are complete, the results are analyzed and shared with school leaders and district officials to inform system-level decision-making. Teachers implement 45-day remediation plans for struggling students, and follow-up assessments ensure continuous tracking of student progress. The use of technology eliminates the need for costly external assessments, while providing accurate, actionable insights to improve learning outcomes across the state. This approach is scalable, cost-effective, and sustainable, ensuring no student is left behind.

How has it been spreading?

The Census-Based Learning Diagnostics initiative has rapidly expanded across Haryana, transforming the way education is assessed and managed. From its inception, the program has been integrated into the core functions of the NIPUN Haryana Mission. It started with training over 23,000 teachers to administer digital assessments using the NIPUN Haryana Teacher App, ensuring every student in grades 2 and 3 is assessed. The program quickly scaled to over 8,500 schools across the state, with real-time monitoring by district and state officials to ensure accuracy and transparency.

The initiative’s success led to widespread adoption in other districts, as the data-driven approach demonstrated its impact on student learning outcomes. Teachers, initially apprehensive about using technology, quickly embraced the system once they saw how it helped them address individual student needs. In addition to teachers, district officials and school leaders actively participated in reviewing the data, driving the spread of the innovation through administrative buy-in and leadership support.

Through cascade training models, the program has reached every corner of the state, ensuring that teachers and schools are not only equipped with the tools to assess learning but also with the knowledge to act on the data. As the program continues to scale, plans are in place to expand the model to higher grades, with further integrations of AI and data analytics to enhance its reach and impact even more.

How have you modified or added to your innovation?

Since its launch, the Census-Based Learning Diagnostics initiative has continuously evolved. In response to feedback and insights, Round 2 assessments were introduced to focus on N and N-1 competencies. This allowed for a deeper understanding of the gaps in foundational literacy and numeracy. The feedback from teachers also led to enhancements in real-time reporting, now offering more detailed insights into each student's progress, helping teachers refine their teaching strategies based on individual learning needs.

Additionally, the Teacher App was made more mobile-friendly, ensuring teachers in rural areas with limited connectivity could still participate in the assessments. This modification expanded the program's reach, making it more inclusive.

To improve teacher support, the 45-day remediation plans were complemented by peer collaboration and mentorship programs, enabling teachers to share strategies and challenges across schools and districts. These updates have made the system more adaptive and collaborative, ensuring that every teacher and student receives the support they need to succeed.
