MyHill ALS is about bringing the Philippines' DepEd ALS Program online from end to end.

MyHill ALS is an online open eLearning community for the Alternative Learning System (ALS) program of the Department of Education in the Philippines, that maximizes online resources and digital technology to assist in speeding up the improvement of basic education among learners from all walks of life, and to create a lifelong community for lifelong learning.

About the innovation

Why did you create this innovation?

The Philippines' Alternative Learning System (ALS) Act (R.A. 11510) lacks its Implementing Rules and Regulations (IRR), hindering effective implementation by the Department of Education (DepEd).

The central challenge is the deep-seated negative stigma portraying ALS as a low-quality option for "out-of-school" youth due to poverty, illness, or behavioral issues, requiring "re-training" just for formal school mainstreaming. This perception ignores diverse learners, including independent families whose concerns highlight the need for quality reform.

To ensure effective implementation, DepEd must:

Adopt an Inclusive IRR: Use the UNESCO guide for inclusion and equity as a template to redefine ALS as a legitimate, high-quality, and parallel education pathway.

Combat Stigma: Ensure the new IRR mandates equitable resources and flexible, high-standard curriculum equivalent to formal education.

Integrate Best Practices: Incorporate successful initiatives, like those from MyHill ALS, to reinforce the curriculum and raise basic education standards.

The goal is to transition ALS into a respected and viable educational alternative.

What does your innovation look like in practice?

We stepped in, not as a competitor, but as the missing digital backbone. We built a comprehensive online hub, providing everything from enrollment and registration to monitoring, assessments, and networking.

We’ve proven that this lean, tech-driven model, built on finding the perfect fit of free or discounted tools like Google Workspace, Khan Academy and many others, provides a high-quality, high-impact solution at a fraction of the cost that the government will spend if it builds its own “closed” system. Because an OPEN LEARNING SYSTEM needs an OPEN ARCHITECTURE.

In our learning community framework, MyHILL, representing any ALS community-based learning center, is situated as a hub, connecting with its community partners namely:
DepEd - where we get technical support and alignment for the ALS Program
The Learners - for whom we serve as the ALS Program hub from registration to completion
Formal Schools & Training Centers - to whom we are a bridge for collaboration and integration
And the Experts and Mentors from various industries - for whom we can provide the necessary structured learning-training opportunity to help close the gap between academe and workplace, by allowing these experts and mentors to just focus on practical knowledge and industry exposure without the burden of academic regimen.

How has it been spreading?

MyHill ALS has been growing yearly through word of mouth and social media's organic exchanges largely through Facebook, our website and famously, through Google search.

Our customers are the following:
1- Parents/Guardians with K to 12 children of school age that are currently homebased or independent learners or are still considering to venture into homeschool or independent study
2- Adult learners who want to finish their basic education
3- Teachers who wish to brand their teaching methods.
4- Formal schools that wish to develop a hybrid academic system using the ALS program
5- Industry workplaces/Business Owners that wish to offer free basic education as part of their employee benefits program, and talent recruitment strategies

Implementation steps

INQUIRE
1 - Send an expression of interest to admin@myhill-als.org or message on MyHill's FB page.
2 - Join MyHill's Facebook group.
ONLINE MEETUP
Discuss and explore options and possibilities with the person in charge.
Decide if you wish to proceed with the online ALS partnership.
MAPPING
If you decide to proceed with the partnership, begin mapping possible learners in your geographical area or your online communities.
ATTEND
Be sure to attend all the orientations at the beginning of the school year together with the interested learners whom you have mapped.
ONBOARD
Assist learners in the online registration and onboarding process. Partners should onboard as well.
STAY PROACTIVE
1 - Be updated and regularly check in with the updates and announcements inside MyHill's Google eLearning community.
2 - Persevere in handholding and guiding your learners with all the requirements until completion and graduation.
